EPAF EFFECTIVE DATES The concept of EFFECTIVE DATES is important in Banner HR. When the processing of Electronic Personnel Action Forms (EPAFs) become routine, it will be typical to process a transfer, a promotion, or other type of transaction where service in one position or at one rate of pay is ended on a certain date and a new successor appointment potentially in another position or with other different characteristics is started on the next date. Banner HR considers effective dates to include the captioned date. For example, in the case of a transfer to be effective November 1, the new job (the one to which the employee goes on November 1) is effective dated November 1 and includes that date for work and compensation purposes. The former job (the one vacated to accomplish the transfer) is not vacated on November 1 but rather on October 31. Effective dating of an employment action for October 31 means that the job continues through close of business October 31. No break in service is inferred and created when consecutive effective dating is observed. In the case of EPAF Categories that accomplish a transfer or other type of employment action where service in one status ends on a certain date and service in the new status begins on the next day, it is important that these not be processed with both phases having an effective date of November 1. Banner HR would read that as the individual being in both jobs concurrently for all of November 1. If both were 7.5 hour per day jobs, Banner HR would read this as 15.0 hours of compensable time for that date. This would lead to error messages and probably cause the desired employment action to fail. It is handy, therefore, to think in terms of consecutive effective dates when dealing with transfers, reclassifications, etc. Just remember to set the action that is lapsing (the former position, the former funding, the former job) to be effective on the date preceding the effective date of the job to which going. Banner HR will then read the actions as consecutive with no overlap and no budget, full-time equivalency, etc., types of warnings will occur.
