EPAF PROXIES Persons who have responsibility for reviewing Electronic Personnel Action Forms (EPAFs) can designate one or more proxies. The proxy can serve to review and potentially approve EPAFs for the primary approver according to his/her instructions. According to the Banner2000 documentation, proxies "are individuals authorized to take approval action in the absence of the approver." The primary EPAF approver may direct his/her proxy to review and potentially approve EPAFs only under certain circumstances such as the primary approver being on vacation, or otherwise off campus, or as specifically directed by the primary approver in specific circumstances. The primary approver may also make an arrangement with his/her proxy such that the proxy reviews all EPAFs for the approver regardless of whether or not the primary approver is present for work. The EPAF sponsoring departments (Human Resource Services, Payroll Office, and Budget Office) consider an approval to be valid whether exercised by the primary approver or by the proxy. These sponsoring departments will not necessarily do any research to discover who actually approved an EPAF. Thus, the directions to the proxy need to be clear and explicit. If the primary approver does not wish the proxy to exercise review/approval for any or all EPAFs, then those directions need to be provided to the proxy. The requirements for a proxy are the same as the requirements for any other EPAF participant. They must have an MUInfo account (username/password), must have the Banner2000 desktop running on their machines, must have participated in general Banner HR training and in specific training for the EPAF, and must have privileges extended to them to open and update the EPAF form. The primary approver selects and approves a proxy through his/her Banner2000 desktop by opening form NTRPROX, the Electronic Approval Proxy Rule Form. An illustration of form NTRPROX appears below.
The EPAF approver must designate the proxy himself/herself through this form since it has a security log-in. The primary approver's username and password must be provided in order to register a proxy. Additionally, the primary approver's approved EPAF roles will show up in the fields in the middle of the form. Proxies are designated for specific approval levels. If the primary approver has multiple approval roles, proxies can be selected separately for each approval level. Assuming that the correct approval level for the primary approver is visible in the middle portion of the form, "Default Level Description," the primary approver may select a proxy by clicking in the first line of the fields headed "Proxy ID." If the cursor is in a blank line in the stack of fields under the button captioned "Proxy ID," clicking the button will open the listing of all registered Banner2000 users (GOAEACC). To locate a particular individual among all registered users, perform the following actions: (1) In the GOAEACC form, place the cursor in the middle field captioned "Name." (2) Touch the F7 key. Type the proxy's last name preceded by a percent sign, %, and followed by a percent sign, %, as in the Example %Stephens%. (3) Then touch the F8 key. All records for registered users containing the name string selected will appear on screen. (4) Scroll to and select the appropriate proxy with the cursor. (5) Click "SELECT" on form GUAIDEN. The form will close, and the selected user's name will appear in the field under "Proxy ID" on form NTRPROX. (6) Click SAVE on form NTRPROX to conclude the process. If any difficulties are encountered in selecting a proxy or if the desired individual's does not appear in the listings in form GUAIDEN, please contact Jim Stephens at 304.696.3983 or jstephen@marshall.edu. EPAF approvers are reminded to adjust their proxy designations if the proxy leaves the University or transfers to another post where continuing to serve as a proxy would be inappropriate. If the EPAF approver wishes to remove a previously-designated proxy, use form NTRPROX again. After the security log-in is cleared, select the appropriate approval level for which proxy action is desired. Place the cursor in the line containing the name of the proxy whose removal as a proxy is desired. Click the "delete record" button from the Banner2000 toolbar. The "delete record" button is pointed out in the graphic below.
After the desired record has been deleted, Click "SAVE" and exit the form.
