POLICY AND PROCEDURE

Policy/Procedure No. 145
Subject: Standard Part-Time Percentages for Employment Appointments
Effective Date: 05/17/04
Revised Date: 05/17/04

This applies to regular-status employment appointments (1) that accrue annual leave or sick leave; (2) that are in effect or made on and after the effective date of this policy and procedure; and (3) that are set for less than full-time.

The threshold for provision of benefits (including leave accrual) for regular-status employment appointments is 53 percent of full-time equivalent (FTE).  Based on the University's standard workweek of 37.5 hours, this percentage yields 20 hours per week.

The University only supports part-time leave-accruing employment appointments in the following percentages of FTE and corresponding hours per week:

.53 FTE - 20 hours per week.
.60 FTE - 22.5 hours per week.
.667 FTE - 25 hours per week.
.80 FTE - 30 hours per week.

On and after the effective date of this policy and procedure, part-time leave-accruing employment appointments will not be made at other than the percentages FTE and hours per week shown above.

All such appointments active at the effective date of this policy that are for any percentage FTE or hours per week other than provided above must be converted up or down to the nearest standard part-time percentage as provided above.  Action to modify existing appointments up or down in percentage time in order to conform to this policy and procedure is the responsibility of the president or the appropriate vice president to take.  Increases in percentage time may require the identification of additional funds to pay the resulting difference in salary.  Identification of such additional funds is also the responsibility of the president or the appropriate vice president.  Personnel Action Requests (PARs) or Electronic Personnel Action Forms (EPAFs) to make the required changes are to be generated by the department or college responsible for the affected employment position.

Questions on this policy and procedure may be directed to Human Resource Services by phone to 304.696.3983 or by e-mail to human-resources@marshall.edu.
