It was moved by Ms. Betty Dennison, seconded by Ms. Billie Brooks, to approve the minutes of the previous board meeting. Motion carried to approve minutes as written.

A discussion was held regarding the hand out that was given as an example of committee structures. Dr. Riley suggested that a nominating committee should be formed to review a proposed slate of officers, committee structure and by-laws of the Board. She also stressed that forming an Executive Committee, Finance Committee and Academic Policy Committee would be very beneficial to the Board. Mr. Alan Modliszewski made a motion that the Board accepts the three committee structure, Ms. Billie Brooks seconded the motion. Dr. Riley then asked for a volunteer to assist Interim Chair William Smith and Interim Co-Chair Sue Richardson to serve as the Nominating Committee. Mr. Alan Modliszewski agreed to be the third person on this committee.

Governance Policy – Dr. Riley reviewed the hand-out on community college governance and legislative issues and the role of the Board of Advisors that was endorsed by the MU Board of Governors on March 26, 2003.

Contractual Agreements – A discussion was held regarding the services the university would provide MCTC upon accreditation and the status of the contractual agreements. Mr. Klim asked what choices would be available to MCTC should the services provided by the university be unsatisfactory.

Standing Committee on Program Review Process – Dr. Riley informed the Board that the Board of Governors had changed their standing committee structure on program review and are going to add standing committee on Athletics, the Medical School and Marshall Community and Technical College. Dr. Riley pointed out that this would be an opportunity to have more people on the Board of Governors that would have a better understanding of MCTC. She also stressed that this may facilitate a link between the Board of Advisors and MU’s Board of Governors. Dr. Riley indicated that it would be beneficial to MCTC for the Board of Advisors to have a stronger role in the program review process. Dr. Riley asked for approval from the Board to build a line of communication between the two Boards for this program review process. Motion was made by Mr. Modliszewski, seconded by Mr. Moses, to approve this action. Motion was unanimously carried.

Dr. Riley informed the board the all tuition increase requests were now based on performance of each institution. Each institution requesting an increase had to prepare a data report and written narrative. In addition, each institution had to give a presentation to the HEPC on the progress that has been made in the areas designated in the Compact Data Report that is submitted in December of each year. A discussion was held concerning the various criteria that performance is based upon. Dr. Riley informed the Board that MCTC’s tuition has been frozen since 2000. This year’s request is 4.75%.

Dr. Riley informed the Board on the College’s preparation for a visit from the North Central Association scheduled for April 28-30, 2003. A discussion was held concerning the lunch meeting the Board will be having with the NCA team on April 28, as well as the impending outcome of the visit and the timeframe that was involved.

This Agenda item was deferred until the next meeting.

Dr. Riley reminded the Board of the MCTC graduation ceremony scheduled for May 9, 2003 at 7:00 p.m. Ms. Dennison gave a brief history on the student speaker of the ceremony, Eve Benger.

A schedule of future meetings will be set in the near future.
