Budget Reduction Update/ Legislative Items - Dr. Riley gave the Board an update on the pending state budget cuts and how it would affect Marshall Community and Technical College. Dr. Riley explained that the proposed cut to MCTC would be 3% in personal services for this calendar year, plus increased expenses, and would most likely increase next year. She also explained the likelihood of no salary increases and the possibility of unpaid furloughs for all employees.

North Central Accreditation Update - Dr. Riley informed the Board that the accreditation team from North Central would be visiting the college on April 28-30, 2003. She explained the process of the team’s visit to the campus and their various interviews with faculty, staff, MU personnel and Board members. Each Board member received a copy of the MCTC Self-Study Document and Dr. Riley explained the significance of the publication in relation to the NCA visit.

Compact Data Report – Dr. Riley reviewed the Compact Data Report that had previously been sent to each Board member and explained the goals of the college to be reached by 2006-2007, pointing out the challenges this may bring with the added budget cuts.

Advantage Valley Community College Network Director – Dr. Riley informed the Board that Greg Morris had been hired as the Director and his main goal will be to coordinate the efforts of Marshall Community and Technical College, WV State Community and Technical College and WVU Tech Community and Technical College in providing increased access to community college education. Dr. Riley indicated that more information would be forthcoming about the Advantage Valley Network within the next six months.

Mr. Rick Brown, Director of Business Technology gave a presentation on the Administrative Assistant Technology program, the Banking and Finance program and the Management technology program. A discussion was held about the EDGE program and its advantages for high school students and the college.

Mr. Travis Carlton, Coordinator of the Physical Therapy Assistant Program, also gave a presentation and answered questions from the Board members. Mr. Carlton explained improvements that had been made in the program since its inception in 1998 (?) and described the program’s recent accreditation visit.

A motion was made by Ms. Sue Richardson to accept the program reviews and to continue to offer these programs, seconded by Ms. Betty Dennison. Motion carried to accept the program reviews and recommend continuance to the Board of Governors.

Dr. Riley provided the Board with a copy of proposed fee increases (copy attached).

She explained the need to increase General Studies Developmental and Lab Courses fees from $20 per course to $25 per course and to increase the Culinary Arts Course fee from $50 per course to $125. A discussion was held concerning this fee and Dr. Riley explained to the Board that this was due to the perishable food items that must be purchased for the coursework involved.

Dr. Riley also asked the Board to approve a tuition increase of up to 5% explaining that a final figure would be determined after caps were set and a final proposal would be sent to the Board and forwarded to the Board of Governors.

After discussion, Jack Klim moved to accept these proposed fee increases and Alan Modliszewski seconded the motion. Motion carried to increase the respective fees and tuition, as indicated.

Dr. Riley informed the board that the updated listing of MCTC’s programs they received should replace the outdated version given to them in their notebooks. It was also requested by the Board to receive a listing of the MCTC staff and faculty with their contact numbers.

Dr. Riley reminded the Board that there was a vacancy left by the resignation of John Mandt that needed to be filled. She asked for recommendations for perspective board members. Other items to be addressed in future meetings are the election of officers and setting up a committee structure.

Dr. Riley notified the Board of the MCTC graduation ceremony to be held on May 9 at 7:00 p.m. in the Smith Recital Hall. She invited each of them to participate and advised that more information would be sent out in the near future.

The next meeting will be held on April 23, at 7:30 a.m.
