PERFORMANCE ASSESSMENT PLAN
FOR CLASSIFIED AND NONCLASSIFIED EMPLOYEES

Marshall University utilizes the following performance assessment plan for its classified employees and nonclassified employees.  Policy on this subject may be viewed at:

Separate assessment forms are provided for Fair Labor Standards Act (FLSA) non-exempt employees and FLSA exempt employees.  A non-exempt employee is one who earns overtime for hours worked over 40 in a week; an exempt employee is one who does not earn overtime.  The assessment forms include slightly different questions appropriate to these two groups.  A nonclassified employee's performance is assessed with the FLSA exempt form.

A basic goal of the performance assessment program is to provide a simple, forward-looking development tool for employees and their supervisors.  The questions on the form are open-ended so that employees and supervisors have a degree of flexibility about how the assessment process is approached.

The forms are available for download from the HR Services web site either as a Microsoft Word file or as an Adobe (PDF) file.  The Word version may be opened on a personal computer and information entered into the spaces on the form.  If the keyboard is set to "insert" mode, the space will expand as necessary to accommodate information.  The form may then be saved and printed.   The Adobe file is at present, however, a static "snapshot" of the form on which information will have to be written with pen-and-ink or typed.  For either version, users may add supplemental pages as necessary.   If individuals are unable to download the form from the web site, HR Services can provide paper copies on request.  The forms may be downloaded at the following web address:

The performance of regular-status classified and nonclassified employees is assessed under this plan during the anniversary month of their employment at the University.  The performance of newly-hired, regular-status classified and nonclassified employees is assessed at two, four, and six months into the new appointment.  Thereafter those persons move to annual assessments.   Persons in subject types of employment who transfer or who are promoted to new positions and/or new departments receive performance assessments at two, four, and six months and then revert to annual assessment during the anniversary month of their employment with the University.

Human Resource Services sends to the departments a report early in the month preceding the anniversary month.  The completed performance assessment form must be returned to Human Resource Services not later than the end of the month following the anniversary month.  The same reporting process applies to the two, four, and six month assessments, except that six-month assessments for probationary-status classified employees must be returned to HR Services before the end of the probationary period.   This requires that this assessment be conducted sometime before the actual sixth month.

Users and interested persons are encouraged to carefully read the policy and study the forms.  Attempts are being made to nurture quality communication between employees and supervisors through a forward-looking planning focus.  The assessment plan attempts to reinforce the concept of mission by asking subject employees what they can do during the coming period to advance the mission of the department or unit and by asking supervisors what they believe the employee needs to do in the same period to properly support the mission.  Additionally, employees and supervisors are asked to think about skill-building needs.  Human Resource Services will be reviewing the assessments carefully looking for expression of need for training, orientation, and skill-building.
