List the three most important goals of your institution's technology strategic plan over the next three years. List major active programs currently supporting these goals.

Over the next three years, how do you intend to assign priorities to these areas? For example, use percentages of possible available funds to identify major efforts. If you can, also identify where you feel you have already made very strong contributions as a result of a major focus in one of these three areas.

3. Indicate to what extent your plan is directed towards one or more of the following:

1. Increasing the efficiency of instruction at the institution

2. Improving instructional quality

3. Improving student access to courses

4. Implementing new curriculum and courseware in the area of "information technologies"

Programs that focus on "work force" development to promote state-wide economic growth

6. Developing courses (or modules) for publishing and distribution and export to off campus students, in state and out of state.

Projects that encourage or have resulted in the publishing and distribution of computer-based or technology-based delivery of courseware.

4. Listed below are four levels of possible activities that can be associated with your institutional plans. Where do you think you will be in years 1, 2, and 3 in each of them?

I. Basic planning and goal setting for the institution's instructional technology program consists of start-up funds for such things as initial faculty development, establishing basic infrastructure requirements and needs, funds for special equipment, and professional contract and consultancy support to help direct the program.

II. Mid-level support deals with the initial stages of executing a 3-5 year technology strategy. Requires the definition of yearly goals and objectives and the strategies identified to attain them. Requires specific programs addressing faculty development, infrastructure, and continually improving student and faculty access to computers and networks. Requires focus on student access, particularly the development of courseware and courses focused at any time, any place, any pace instruction.

III. Programs that have a history of strong support and progress at least over the last two years. Involves strong faculty components, strong commitments to impacts on students on campus and off campus, and represents excellent plans and proposals for long-term financial support beyond state appropriations. Programs that show strong evidence of efficiencies of instruction, definitions of new student markets, contributions to economic development through work force , improvement, quality of instruction, and other such indicators.

IV. Programs sufficiently developed to be very strong candidates for external funding, excellent prospects for publishing of CD-ROM's, Web-based instructional modules, or other vehicles for generating strong indications of nationally competitive and ranked efforts with good revenue-producing potential. Generally funds here would be allocated to help attract external revenue in such categories as travel, joint project development, publisher meetings, faculty reassignments to pursue funding, basic staff support for proposal drafting and writing, and time and materials for development of presentation materials.

5. List the projects or programs that you think are already major achievements in instructional technology at your institution or at other institutions inside or outside of our state.

6. Identify your current planning efforts to secure revenues (non-state) to support your instructional technology program.

7. Identify your successful efforts to date that have resulted in your gaining external revenue to support your instructional program.

8. Have you already instituted special student fees for technology? Do you have such plans for the future?

9. Identify what you think are the greatest obstacles to the implementation of your plan.

10. List your plans over the next three years to provide administrative support for instructional technology such as: training, software and hardware support, maintenance and service, purchasing, etc.
