Educational Institutions in West Virginia have access to a statewide Wide Area Network that links Universities, schools, and state agencies. This high bandwidth data network provides the medium for affordable statewide videoconferencing. It allows for near TV quality video to travel on the very same data lines that provide access for schools to get onto the World Wide Web. This provides a low cost option for all institutions in the state to be interconnected by video. This internet based video maximizes an institution's investment in infrastructure and allows for on demand video connections without addition, costly telephone or line  charges.

To connect to sites outside of West Virginia, internet based videoconferencing must be "bridged" onto digital telephone lines. This provides a strong video link to locations all over the world, but like any phone call, it costs money. It is not efficient for every school in the state to maintain digital phone lines. Marshall University maintains the bridging technology and digital phone lines to establish video connections throughout the globe to providers like the Mote Marine Laboratory and the Children's Museum of Indianapolis.
