Phyllis Huff Arnold, a native of Parkersburg, was elected the Executive Vice President of One Valley Bancorp in 1994. She graduated with a bachelor's degree in Business Administration from West Virginia University in 1970 and received her M.B.A. from Marshall University in 1976. Arnold graduated from Stonier Graduate School of Banking in 1982. In 1979, Arnold was appointed Commissioner of Banking by Governor Rockefeller. In 1991, Arnold became President and CEO of One Valley Bank and in 1993 was elected to One Valley Bancorp's Board of Directors. In 1994, Arnold was recognized by The State Journal's, "Women in Business." In 1995, she was selected for The State Journal' s third group of "Who's Who in West Virginia Business." In 1996, she was among 10 women chosen by the West Virginia Women's Commission to receive a 1996 "Celebrate Women" award.
