 POLITICS

Dugan's cartoons reflected his concern about Huntington. He addressed the need for street repair, pollution of the nearby Ohio River, as well as citizens' obligation to their city. His own personal crusade was two overpasses over congested railroad crossings along 23rd Street, but they were never built--something Dugan would find amazing!.
