The Constitution of the Marshall Environmental Student Association
(M.E.S.A.)
Preamble
We, the students of Marshall University ( hereinafter referred to as students ) in order to gain experience in
the environmental field and develop professional skills: by assessing the environmental practices of our institution, developing environmental education , and by education outreach we hereby create this association.
Article I: Name
Section 1: The name of this association shall be the Marshall Environmental Student Association.
Article II: Executive Board
Section 1: There shall be four elected officers for the Executive Board
a. President
b. Vice President
c. Treasurer
d. Secretary
Section 2 : Officers will be elected by active members by a majority vote.
Section 3: Elections will be held each fall semester .
Section 4: The officers shall serve for a term of one year.
Section 5: The election of the officers shall be the second meeting of the fall semester.
Section 6: There is no term limit for officers.
Section 7: The officers shall be active members and in academic good standing
Section 7: Any officer with two unexcused absences from the meetings, executive meetings, and activities
will be automatically suspended from his office.
Article III: Duties of the Officers
Section 1: The duties of the President shall include but not be limited to:
a. Calling and presiding over all meetings
b. Overseeing officer elections
c. Developing committees for field trips
d. Work with treasurer concerning expenditures
Section 2: The duties of the Vice President shall include but not be limited to:
a. Performing the duties of the President in his/her absence
b. Perform the duties of committee chair
c. Work with treasurer concerning expenditures
Section 3: The duties of the Secretary shall include but not be limited to:
a. Maintain minutes and post on webpage
b. Develop a working electronic mailing list for trip update and schedule changes
c. Be committee chair for development of cooperation with Parthenon or develop own news sheet
d. Work with treasurer concerning expenditures
Section 4: The duties of the Treasurer shall include but not be limited to:
a. Maintain association finances in conjunction with other listed officers and active members
b. Sit as chair of Graduation banquet
c. Work with treasurer concerning expenditures
Article IV: Membership
Section 1: Membership shall include both undergraduate and graduate students at
Marshall
University
Section 2: M.E.S.A will not discriminate any student on the basis of age, sex, sexual orientation, race,
religion, nationality, or handicap
Section 3: Required semester GPA is a 2.2 for an active member
Section 4: Must attend meetings since these will be few but quite important failure to do so will be
reviewed by active members
Section 5: A member in good standing may:
a. Vote
b. Hold office
Article V: Meetings and Field Trips
Section 1: M.E.S.A shall have at least five meetings per semester two which will include officer
nominations and elections
Section 2: Meetings and Field trips will be scheduled by active body agreement
Section 3: Meetings will follow Robert’s Rules of Order
Article VI: Attendance
Section 1: Mandatory
a. Membership will be reviewed at the end of the semester, if a member has missed more than 40% of the meetings the membership will be terminated but subject to appeal to the executive
committee
Section 2: The Executive Board will have the sole power to deem excuses as excused or unexcused.
Section 3: Attendance records will be closed out at the end of each academic semester.
Article VII: Election of Executive Board
Section 1: The Officers shall be elected at the second meeting of the fall semester.
a. nominations will be taken for each office and must be closed
b. voting will be done by secret ballot
Article VIII: Committees
Section 1: Standing and new committees may be developed according to necessity by active members
Article IX: Finance
Section 1: The Treasurer shall receive all payments due to the association and shall keep accurate records
of them.
Section 2: The dues of each association member shall be an assessment of $10.00 per member per
semester.
Section 3: Failure of payment will be by Executive Board and active members
Article X: Rules of Order
Section 1: The Marshall Environmental Student Association shall be governed by Robert's Rules of Order
(latest edition) except on matters specifically provided for in this Constitution and Bylaws, and
Standing Rules.
Article XI: Amendments
Section 1: This Constitution and By-laws may be amended by a two-thirds (2/3) majority vote of the
voting members in good standing of the association provided notice of such proposed
amendments have been given in writing at the preceding regular meeting.
