PROPOSAL CLEARANCE

A grant or contract resulting from your proposal is awarded to the Marshall University Research Corporation, with you as the director of the project.

***The Executive Director of the Research Corporation is the only person legally empowered to enter the University into a contract or agreement.***

Since the University is legally responsible for the performance of the work and the administration of the award, the units of the University affected by your project must be aware of commitments involving them which are included in your proposal. For this reason, your proposal is directed to the appropriate University offices for review and approval before it can be submitted to the funding agency. The proposal will be reviewed to ensure that the project is within the mission of the University and to ensure that the University can obligate the resources committed by the project.

To route your proposal for final clearance, one signature copy of the proposal and the internal Proposal Routing Form are needed. All locations on agency forms which require the responsible party's signature (in our case, the Executive Director of the Research Corporation) should be tagged on the right hand side with "post-its" or signature flags.

The Office of Grants and Contract Development will route the proposal through the Marshall University Research Corporation for final approval and sign-off.

The Office of Grants and Contract Development requires five working days in order to process the proposal. Even then you should check with OGCD one week in advance to ensure that the appropriate University representatives will be available during the three-day processing time. If you run into a time delay contact the Office of Grants and Contract Development, even if your proposal is not complete. When the proposal is signed, OGCD will call you and you may pick the proposal up for copying and posting. Do not make copies of the proposal until all signatures have been acquired. One copy of the completed, signed proposal must be filed with OGCD within five days of posting.
