SR-07-08-(11) 42 SCWC Disapproved It is recommended that the university ban the use of cell phones in all the classrooms during classes and exams. It is also recommended that students be allowed to set their cell phones to "vibrating" or "silent" mode and walk out of the classroom to answer the phone in the event of an emergency. It is further recommended that individual instructors be permitted to relax this policy in their classes if they feel appropriate to do so.

SR-07-08-(13) 44 FPC Disapproved Recommends creating a Professor-Senior Level rank at Marshall University.
SR-07-08-(14) 45 LAC Approved Recommends that the Marshall University Faculty Senate, President Kopp, and the University Board of Governors jointly express our appreciation to Governor Manchin, Senate President Tomblin, House Speaker Thompson, and the State legislators for their support of higher education legislation and many of the funding requests for Marshall University in the 2007 Legislative Session. We applaud their efforts in increasing appropriations to the need-based financial aid program, the Promise scholarship, and various grant-matching programs. Senator Robert Plymale of the Education Committee should be commended on his leadership, vision, and guidance. Our area legislators, especially in the Cabell, Kanawha, Wayne, Putnam, Mason, Raleigh, and the southwestern counties, should be commended for their continuing strong support. Furthermore, we respectfully urge their continued support of the 2008 legislative agendas submitted by the HEPC's Advisory Council of Faculty and by Marshall University.
SR-07-08-(15) 46 BAPC Approved In response to a request from the Dean of Student Affairs, the current policy in the 2007-08 General Undergraduate Catalog pertaining to Class Attendance, particularly the EXCUSED ABSENCES FOR RELIGIOUS HOLIDAYS sections, was reviewed for clarity and applicability in the current socio-political and religious environment. SR-07-08-(24) 55 CC Disapproved Recommends approval of the listed ADDITION, DELETION, OR CHANGE OF AN AREA OF EMPHASIS WITHIN AN EXISTING MAJOR from the COLLEGE OF FINE ARTS: Visual Arts with an emphasis in Art Education and Music with an emphasis in Music Education.
SR-07-08-(24) 55 CC Approved Recommends approval of the listed proposed changes to the BA degree in Music Education and the BA Degree in Art Education in the COLLEGE OF EDUCATION & HUMAN RESOURCES. These changes are the result of the work of the faculty committee from the College of Education & Human Services and the College of Fine Arts. These changes have been approved and accepted by the faculty, chairs, and deans of the departments/divisions and colleges.
SR-07-08-(25) 56 UFC Approved CONFIDENTIAL Recommends adding one candidate to the list of potential nominees for commencement speaker and recipient of an honorary degree.
SR-07-08-(26) 57 FECRAHC Approved Recommends that equity increases for faculty shall be capped at 10% of the average salary for a full professor in that discipline, according to national CUPA data. The cap is to account for anomalies that occur intermittently within certain fields. These cause a specific individual's salary to experience an extraordinary spike which in the following years may or may not be present or reflected in the data.
SR-07-08-(27) 58 FECRAHC Approved The Committee recommends that the Office of Institutional Research & Planning create and maintain a webpage on its site the purpose of which is to explain terms and processes used in calculating faculty salaries. The webpage will contain information similar to the attached. The Office of Institutional Research & Planning will provide updated information during each raise year in the form of tables for Peers AAUP Salary which should have only three (3) numbers which will be the average salary for assistant, associate, and full professor; CUPA Factor for every discipline on campus; and information provided in the form of the new percentage (floor) for the University's Equity Level; as well as a sample Notice of Raise letter.
SR-07-08-(28) 59 FECRAHC Approved Recommends that a notice of merit and equity raise be sent to each faculty member by the University President; the letter will explain how the raise was calculated using information per the attached. This letter will not be sent to faculty in academic units using a different salary distribution model.
SR-07-08-(29) 60 FECRAHC Approved Recommends that the University President or designate annually report to the Faculty Senate, no later than its March meeting, the following information by institution and by academic unit: 1) Explanation of how the salary increase pool was determined by the BOG; 2) total amount of dollars distributed for faculty promotions; 3) university-wide percentage of target salary for equity; 4) number of faculty above the university-wide percentage of target salary for equity; 5) total amount of equity dollars distributed; 6) equity distribution by academic rank; 7) total amount of 5% reserve distributed and how much, if any, was returned to next year's equity pool; 8) how much equity money is needed to reach 100 percent of market target; 9) total amount of merit dollars distributed; and 10) percentage of the university's operating budget dedicated to all salaries and all benefits; broken down by administration, faculty, and staff.

SR-07-08-(34) 65 PFPC Disapproved Recommends that during the fall and spring semesters, Monday morning through Friday morning, overnight parking in the Third Avenue parking garage is allowed only on levels three (3) and above. This policy will be effective beginning with the fall 2008 semester.
SR-07-08-(35) 66 PFPC Approved Recommends that corner spaces not currently used for automobile parking on all levels of the Third Avenue parking garage be designated and marked for motorcycle parking, effective the fall 2008 semester.
SR-07-08-(36) 67 CFAHC Approved Recommends that the attached Domain Model as prepared by the Core Foundations Ad Hoc Committee be endorsed as the possible foundation for the general education curriculum, the domains are: Critical Thinking; Scientific Thinking; Mathematical and Abstract Thinking; Ethical, Social and Historical Thinking; Multicultural and International Thinking; Aesthetic, Creative, and Artistic Thinking; Oral, Written, and Visual Communication; and Informational and Technical Literacy. This recommendation makes critical thinking the central concern of General Education classes, while developing vital skills in other areas and integrative ways of thinking. This model will focus on implementation of Marshall University's strategic vision.
SR-07-08-(37) 68 LAC Resolution Approved by the Faculty Senate; read by the University President Resolves that the faculty of Marshall University express to PEIA, through the Faculty Senate, their grave concerns over the missing tapes containing secure personnel and insurance information. Through no fault of their own, the financial and credit records of employees of the State of West Virginia, and their families, have been placed at risk of being compromised. PEIA should assume full financial responsibility for this security lapse by protecting these employees, and their families, with a fraud alert and security freeze extension beyond the initial 90-day period. This preventative measure should continue at no cost to the affected employees until the missing data is either recovered or proven to be destroyed.

SR-07-08-(45) 76 SCWC Approved Recommends that the current Student Code of Rights and Responsibilities Judicial Appeals Process be revised so that the number of days for filing a written appeal of the decisions from the Director of Judicial Affairs, the Administrative Review Board, the Judicial Hearing Panel, or the Judicial Appeals Board be reduced from five (5) to three (3) days; this recommendation excludes the appeals policy for academic matters.
