Copyright

A significant portion of Commercial Document Delivery charges are levied to pay commercial publishers who claim to the hold the copyright to a requested document. Collection of fees is coordinated by the Copyright Clearing Center.

Libraries generally do not charge copyright fees, but instead rely on the Fair Use Clause of the US Copyright Law - Title 17,Section 107 of the US Code which exempts many scholarly uses of documents from copyright protection.

The Association of Research Libraries has a very informative Copyright Page that proposes ways of protecting access to information. There are links to court decisions and other resources, which show that researchers, teachers, and students have considerable leeway in using copyrighted documents. Also, see the Stanford Copyright and Fair Use and University of Texas System Copyright Management Center sites, which both offer articles and comprehensive lists of links to copyright information. North Caroline State's Copyright Issues Page discusses policies used at that institution.

Document Delivery Vendors

Loansome Doc

is a companion of Grateful Med that allows a user to tag journal article citations while searching. Loansome Doc can then be directed to automatically request document delivery from a Medical Library. You must establish an account with a Library in the National Network of Libraries of Medicine in order to request document delivery. See the Docline FAQ. Charges vary by library, but the starting charges are $8-10 per item. Additional charges may be levied according to institutional affiliation and form of delivery.

Carl Uncover

Searching the UnCover Database is absolutely free. "You only pay for the articles that you order. Articles cost US $10, plus copyright royalty fee." Credit cards are accepted, but regular users receive a discount for paying via a deposit account.

More than 7 million articles are indexed from 17,000 journals. Most Faxes are sent within 24 hours many within one hour. A journal alert service notifies users of newly recieved articles via E-Mail.

Uncover Reveal automatically sends the Table of Contents of up to 50 journals to your E-mail box. Sign up is free for Marshall Faculty. (Not open to Medical School Faculty) "Users may order documents through Reveal by reply e-mail or fax. " Users must (Even Marshall Faculty) pay for articles that they order from the service.

Chemical Abstracts Document Delivery Service

provides photocopies for: non-copyrighted publications, publications registered with the Copyright Clearance Center, American Chemical Society publications, publications from organizations with whom CAS has right-to-copy agreements.

Also documents from the CAS Collection including: documents from the former Soviet Republics published since 1970, other documents published since 1975, U.S. Patents published since 1971, and most foreign chemical patents published since 1978. Users can search the CAS Source List to find out exactly what is available.

CAS Pricing includes a flat $6.00 for copyright. There is a $4.00 discount for requests from Chemical Abstract's STN database search system. An extra $4.00 is charged if the request lacks CA's Accession Number. All Patents are $8.00

The Genuine Article

from ISI-Institue for Scientific Information specializes in providing five-year coverage for most journal articles indexed in the ISI multidisciplinary database. In many cases the original article is torn directly from the journal in which it appears, ensuring visual clarity. (OATS - Original Article Tear Sheets.). Also, Extended Service, which covers about 3,500 journals, with some issues dating back as far as the 1800s.
