The purpose of the Budget Office is to assist in developing a budgeting plan for the University by coordinating the distribution of funds to various areas of the University to the extent funding is available. The Budget Office is located in <strong>203 Old Main.<\/strong><\/p>\n<p>The Budget Office monitors and forecasts in order to maximize the use of limited resources to meet the University\u2019s mission of providing high quality instruction, research and public service to its customers. The Budget Office assists University staff in ensuring the University maintains a sound financial status and operates within its budget limitations.<\/p>\n<p>Significant changes have been implemented to the Banner finance system specifically with how budgets function within that system. Some recently added webpages contain information that is intended to assist you in managing budgets and may be accessed by clicking on the Budget drop down box above.<\/p>\n<p>Please note that implementation of the new state Enterprise Readiness Planning (ERP) system will continue for the foreseeable future and will require us to adapt our systems to adhere with the new state system requirements. Budget transfers, routine movement of Approved Sources and associated Use budgets, will be processed as normal budget transfers by submitting a\u00a0<a href=\"https:\/\/www.marshall.edu\/finance\/forms\/#budget\" target=\"_blank\" rel=\"noopener\">Budget Adjustment Request Form<\/a>.<\/p>\n<p>Requests for additional Source funds and increases to Use budgets are to be submitted with a\u00a0<a href=\"https:\/\/www.marshall.edu\/finance\/files\/2026\/07\/MU-Funding-Request-Form.xlsx\" target=\"_blank\" rel=\"noopener\">MU Funding Request Form<\/a>. Each request will be initially reviewed by the Budget Office and may be processed immediately based on the nature and amount of the request. Typically, vacancy savings and requests for $2,000 or less will be reviewed, approved and processed by the Budget Office. Most requests that exceed $2,000 will be forwarded for approval by the Senior Leadership Team. Adequate supporting documentation justifying the request and outlining specifically what is being requested must accompany the Additional Funding Request. All requests that lack proper documentation\/justification will be rejected.<\/p>\n<p>This process is in place to allow for funding of unforeseen circumstances, opportunities that arise outside of the budget development period, additional funding for normal operating expenditures and requests for temporary labor needs created by regular position (1) turnover or vacancies. This process is intended to supplement the one-time priority list that is developed during the regular budget development cycle.<\/p>\n<p>Requests for additional funding must be made through your Dean and Vice President. The\u00a0<a href=\"https:\/\/www.marshall.edu\/finance\/files\/2026\/07\/MU-Funding-Request-Form.xlsx\" target=\"_blank\" rel=\"noopener\">MU Funding Request Form<\/a> then must be submitted by the appropriate Vice President via email to <a href=\"mailto:budgetoffice@marshall.edu\">budgetoffice@marshall.edu<\/a> for consideration.<br \/>\n<strong><br \/>\nVacancy Savings Funding Requests<\/strong><\/p>\n<ul>\n<li>Utilize the form on the \u201cVacancy Savings\u201d tab of the MU Funding Request file. A transfer of an existing Source Budget does not automatically create a transfer of a Use Budget. Therefore, transfers of existing Source budgets will typically include a corresponding transfer of Use budget. The results of each transfer to\/from fund\/org combinations must meet\u00a0<a href=\"https:\/\/www.marshall.edu\/finance\/budget-guidelines\/\" target=\"_blank\" rel=\"noopener\">Budget Guideline #3<\/a>\u00a0for both the providing and receiving fund\/org combination.<\/p>\n<p>In order to provide good fiscal data, it is critical that transactions are recorded in the appropriate account code. Account codes have been changed significantly and will incur additional changes with the new state ERP implementation so please refer to the\u00a0<a href=\"https:\/\/www.marshall.edu\/finance\/accounting\/\" target=\"_blank\" rel=\"noopener\">Accounting Office website<\/a>\u00a0for the latest list to help identify the correct\u00a0<a href=\"https:\/\/www.marshall.edu\/finance\/account-codes\/\" target=\"_blank\" rel=\"noopener\">account codes<\/a>.<\/p>\n<p>Please submit budget change requests through your existing approval channels. The\u00a0<a href=\"https:\/\/www.marshall.edu\/finance\/forms\/#budget\" target=\"_blank\" rel=\"noopener\">Budget Adjustment Form<\/a>\u00a0should be\u00a0<strong>emailed through that channel<\/strong>\u00a0as an attachment. For approval purposes, the email must include the names listed on the Budget Adjustment Request Form in fields \u201cSubmitted by\u201d AND \u201cApproved by\u201d in either the \u201cFrom\u201d or \u201cCC\u201d fields of the email message.
