The Plan qualifies as a Cafeteria Plan authorized by Section 125 of the Internal Revenue Code. <strong>Fringe Benefits Management Company<\/strong> is the third party administrator under PEIA.<\/p>\n<p><strong>There will be NO cards issued for any of these plans. except for vision, flexible and health savings accounts. <\/strong>Coverage begins the <strong>first day of the month after enrollment<\/strong>. Premiums are paid by employee with pre-tax dollars. Open enrollment for current employees is held during April of each year, with changes becoming effective July 1; this also includes cancellation of plan participation unless a qualifying event occurs at another time of the year. It offers benefits-eligible employees the opportunity to have income replacement protection in the event of an accident or illness which results in the loss of pay.<\/li>\n<li><a href=\"https:\/\/www.marshall.edu\/human-resources\/flexible-spending-account\/\">Flexible Spending Accounts<\/a> &#8211; A Flexible Spending Account (FSA) lets you pay for eligible expenses with tax-free money. You contribute to an FSA with pretax money from your paycheck. This, in turn, may help lower your taxable income. There are two types of FSAs \u2013 <strong>Healthcare FSA<\/strong> and <strong>Dependent Care FSA<\/strong>.<\/li>\n<li><a href=\"https:\/\/www.marshall.edu\/human-resources\/benefits\/health-savings-account\/\">Health Savings Accounts<\/a> &#8211; A Health Savings Account (HSA) is a tax-free account that can be used to pay health care expenses. Only West Virginia public employees who have enrolled as the primary policyholder in <strong data-uw-styling-context=\"true\">PEIA Plan C (high-deductible plan)<\/strong> are eligible to enroll in a HSA.\u00a0 West Virginia public higher education employees have the option of selecting one of two Health Savings Account vendors. Marshall University and Retirees are offered a <strong>Group Legal Plan<\/strong>.
