Policies:<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>It shall be the policy of Marshall University Mail Services that:<\/p>\n<p>&nbsp;<\/p>\n<p>1)\u00a0\u00a0\u00a0 All mail boxes must be opened by individual departments with their combination cards. Instructions shall be provided when necessary.<\/p>\n<p>2)\u00a0\u00a0\u00a0 United States postage stamps will be available for departments for University business only and shall be charged to their monthly postage bill. No stamps will be available for personal use.<\/p>\n<p>3)\u00a0\u00a0\u00a0 All payroll check bundles shall be placed intact in the mail box for the department for the individual on top of the bundle by Mail Services employees.<\/p>\n<p>4)\u00a0\u00a0\u00a0 Due to timeliness of paychecks, time sheets, and p-card statements, only full time staff shall process these items.<\/p>\n<p>5)\u00a0\u00a0\u00a0 Permits shall be maintained at the United States Post Office for Standard Bulk Rate, First Class, Corporate Express, Postage Due, and Business Reply.<\/p>\n<p>6)\u00a0\u00a0\u00a0 Standard Bulk Permit shall be made available to legitimate student organizations provided that they:<\/p>\n<p>A)\u00a0\u00a0 Use a Marshall University return address.<\/p>\n<p>B)\u00a0\u00a0 Take the mailing to the Virginia Avenue Post Office Bulk Mailing Office.<\/p>\n<p>C)\u00a0\u00a0 Pay for the mailing at the Post Office at the time of mailing and provide Mail Services with a copy of paperwork and paid receipt.<\/p>\n<p>D)\u00a0\u00a0 Comply with all Marshall University and United States Postal policies and procedures.<\/p>\n<p>7)\u00a0\u00a0\u00a0 All outside vendors who wish to have items sent through campus mail must receive approval from Purchasing, Human Resources, Payroll, <a href=\"mailto:kirtley@marshall.edu\">Senior Vice President for Administration<\/a>,<strong> <\/strong>or the President.<\/p>\n<p>8)\u00a0\u00a0\u00a0 All departments must notify Mail Services of possible bulk mailings prior to printing or one month in advance of mail date to insure money is available on permits.<\/p>\n<p>9)\u00a0\u00a0\u00a0 United States Postal Services mailing supplies will be available in mail room.<\/p>\n<p>10) All departments must provide Mail Services with an Encumbrance number, Fund number and ORG number before their mail can be processed.<\/p>\n<p>11) All mail must have the Marshall University return address with sender name, department name and valid mail code. Any mail not containing a proper return address may be returned to the department at the discretion of the Supervisor of Mail Services.<\/p>\n<p>12) Any mail suspected of not being university business shall be opened for inspection and returned if not university business.<\/p>\n<p>13) All departments are responsible for policing their own mail.<\/p>\n<p>14) A proper return address is:<\/p>\n<p>Individual\u2019s Name<\/p>\n<p>Department Name<\/p>\n<p>Marshall University<\/p>\n<p>1 John Marshall Drive<\/p>\n<p>Huntington, WV 25755-(mail code)<\/p>\n<p>15) All incoming mail with a traceable number and checks handled through MU Courier Service must be signed for by the department and initialed by Mail Services employees.<\/p>\n<p>16) Before Christmas break, all mail that is to be round dated (ex. Certified, Insured) must be received in the mail room the day before the last work day. Any item brought in the last day must be taken to the United States Post Office by the department.<\/p>\n<p>17) \u00a0All parcels must weigh less than 70 lbs and be less than 108 inches total (measure longest side and add to measurement around the outside of the box).<\/p>\n<p>18) Mail Services adheres to United States Postal Services rules and regulations as they pertain to mail.<\/p>\n<p>19) It is the responsibility of the departments to forward all mail, not Mail Services.<\/p>\n<p>20) Mail Services only accepts packages from the United States Postal Service; all others go through Receiving.<\/p>\n<p>21) The contents of all parcels must be provided to Mail Services so we may determine the cheapest rate to mail it.<\/p>\n<p>22) Use the appropriate size envelope for the item you are mailing. Do not use over-sized envelopes to mail single pieces unless they can not be folded.<\/p>\n<p>23) Departments must seal thick letter-size envelopes (greater than 1\/4&#8243; thick).<\/p>\n<p>24) Bundle foreign correspondences separately. Currently, some foreign correspondence needs a signed &#8220;customs declaration&#8221; form on them. When mailing foreign correspondences, please contact the mail room for the proper forms.<\/p>\n<p>25) Avoid dark and neon colors when creating postcards and flyers. The post office may refuse to mail dark or neon items (it causes problems with equipment).<\/p>\n<p>26) We have many departments with the same initials or acronyms, so no abbreviations are allowed.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>II. Procedures:<\/strong><\/p>\n<table width=\"1262\" border=\"0\" cellspacing=\"0\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td>Using these procedures will help to assure that your mail is processed as quickly and accurately<\/p>\n<p>as possible.\u00a0A lot of your mail is processed by part-time student employees and the following will<\/p>\n<p>help them to help you.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Incoming Mail <\/strong><\/p>\n<p><strong><span style=\"\">\u00a0<\/span><\/strong><\/p>\n<p><strong><span style=\"\">Daily <\/span><\/strong><strong><span style=\"\">United States<\/span><\/strong><strong><span style=\"\"> Postal Service Mail:<\/span><\/strong><\/p>\n<p><strong><span style=\"\">\u00a0<\/span><\/strong><\/p>\n<p>1)\u00a0\u00a0\u00a0 Mail is picked up at the Virginia Avenue Post Office daily at approximately 9:00 a.m.<\/p>\n<p>2)\u00a0\u00a0\u00a0 First Class Mail is usually in the departmental mail boxes by 11:30 a.m.<\/p>\n<p>3)\u00a0\u00a0\u00a0 All traceable mail is slipped for department pickup after mail is processed.<\/p>\n<p>4)\u00a0\u00a0\u00a0 All Business Reply and Postage Due mail is worked up after the mail is processed.<\/p>\n<p><span style=\"\">\u00a0<\/span><\/p>\n<p><strong><span style=\"\">Campus Mail:<\/span><\/strong><\/p>\n<p><span style=\"\">\u00a0<\/span><\/p>\n<p>1)\u00a0\u00a0\u00a0 Address mail by department, not building.<\/p>\n<p>2)\u00a0\u00a0\u00a0 Use first and last names of the person that the mail is addressed.<\/p>\n<p>3)\u00a0\u00a0\u00a0 Do not use first names only.<\/p>\n<p>4)\u00a0\u00a0\u00a0 Cross out all previous addresses on both sides of the envelope.<\/p>\n<p>5)\u00a0\u00a0\u00a0 Do not use building and room number.<\/p>\n<p>6)\u00a0\u00a0\u00a0 Keep interoffice mail and outgoing mail separate.<\/p>\n<p>7)\u00a0\u00a0\u00a0 Large mailings (50 or more pieces) must be bundled by department.<\/p>\n<table border=\"0\" cellspacing=\"3\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td><strong>Outgoing Mail (Off Campus Mail)<\/strong><\/p>\n<p >\n<p><strong><span style=\"\">Stamped Mail<\/span><\/strong><\/p>\n<p><strong><span style=\"\">\u00a0<\/span><\/strong><\/p>\n<p>Mail with postage already on it should be placed in the United States Postal Mail Box.\u00a0 This is located<\/p>\n<p>beside Drinko Library on College Avenue in front of the guest parking lot.\u00a0 The last pick up is 4:15 p.m.<\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"\">First Class Mail:<\/span><\/strong><\/p>\n<table border=\"0\" cellspacing=\"3\" cellpadding=\"0\">\n<tbody>\n<tr>\n<td valign=\"top\">1)<\/td>\n<td valign=\"top\">1)\u00a0\u00a0\u00a0 Please be sure that your <strong>Department Mail Code<\/strong> is on your mail and that your mail is not<\/p>\n<p>mixed with mail from other departments or with other mail codes.<\/p>\n<p>&nbsp;<\/p>\n<p>2)\u00a0\u00a0\u00a0 Mail to be metered should be stacked with all pieces facing the same direction and secured<\/p>\n<p>with a rubber band.\u00a0 We will be happy to furnish rubber bands for your use. Separate these<\/p>\n<p>envelopes from any letter size Campus, Special Services, or International mail.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\">2)<\/td>\n<td valign=\"top\">3)\u00a0\u00a0\u00a0 We can seal your letter size envelopes as we put postage on them.\u00a0 We ask only that you<\/p>\n<p>have the flaps positioned up and that your mail is secured with a rubber band.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\">3)<\/td>\n<td valign=\"top\">4)\u00a0\u00a0\u00a0 Please do not overstuff envelopes; use a larger envelope when necessary and seal.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\">4)<\/td>\n<td valign=\"top\">5)\u00a0\u00a0\u00a0 Bundle the envelopes with as many rubber bands as necessary to make the stack of mail<\/p>\n<p>easy to handle.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\">5)<\/td>\n<td valign=\"top\">6)\u00a0\u00a0\u00a0 Large envelopes (over 11oz) and packages are sent at the cheapest rate, unless marked<\/p>\n<p>otherwise.\u00a0 If you want your mail to go a certain way, please indicate your desires with a note.<\/p>\n<p>If you are unsure, you can call Mail Services at ext. 62485.<\/p>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td valign=\"top\">6)<\/td>\n<td valign=\"top\">7)\u00a0\u00a0\u00a0 <strong>We stop metering mail at 4:00 pm<\/strong>. So time your delivery so it can be metered. First mail<\/p>\n<p>in is first mail out. We suggest that you try to have it in the mail room by 3:30 p.m.<\/td>\n<\/tr>\n<\/tbody>\n<\/table>\n<p>&nbsp;<\/td>\n<\/tr>\n<tr>\n<td><strong><span style=\"\">\u00a0<\/span><\/strong><\/p>\n<p><strong><span style=\"\">United States Post Office Special Services:<\/span><\/strong><\/p>\n<p><strong><span style=\"\">\u00a0<\/span><\/strong><\/p>\n<p>International, Certified, Delivery Confirmation, Priority, Express, Return Receipt for Merchandise,<\/p>\n<p>Registered, Signature Confirmation and Insured mail should not be mixed with other classes.<\/p>\n<p><strong>All above classes (except for Express) go out the next day unless we receive them before 9:00 a.m.<\/strong><\/p>\n<p>Special arrangements for same day can be made by contacting the Mail Services at ext. 62485.<\/p>\n<p><strong><span style=\"\">\u00a0<\/span><\/strong><\/p>\n<p><strong><span style=\"\">Certified Mail<\/span><\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>The process for sending certified mail at Marshall University has changed effective Monday <span style=\"\">April 26, <\/span><\/p>\n<p><span style=\"\">2010.<\/span> Now we will be processing all Certified mail as E-Certified.<\/p>\n<p>You will need to obtain new E-Certified numbers from MU Mail Services and destroy all old type of<\/p>\n<p>Certified numbers with the attached receipt. You will not need the green return receipt cards for<\/p>\n<p>E-Certified either.<\/p>\n<p>The new process is as follows:<\/p>\n<p>1)\u00a0\u00a0\u00a0 You prepare you item to be mailed as per usual, except you use the new E-Certified number on<\/p>\n<p>the outside of the item.<\/p>\n<p>2)\u00a0\u00a0\u00a0 You should take the peel off number and attach it to the copy of the paperwork you kept for your<\/p>\n<p>records so you will have record of the E-Certified number.<\/p>\n<p>3)\u00a0\u00a0\u00a0 You will then logon to the US Postal web site <a href=\"https:\/\/www.usps.com\/\">http:\/\/www.usps.com<\/a><\/p>\n<p>A)\u00a0\u00a0 Go to the Track and Confirm section (should be on the right near the top).<\/p>\n<p>B)\u00a0\u00a0 Type the E-Certified number in the box and hit enter.<\/p>\n<p>C)\u00a0\u00a0 Scroll down to notification section toward the bottom of the screen. However, we do have the supplies for you to prepare<\/p>\n<p>bulk mailings. \u00a0You must have 200 identical pieces, an MU return address, and the Bulk Imprint<\/p>\n<p>on the article. Please have this mail separated into different bundles in campus mail. Courier Service mail must be in the mail room by 10:30 am.\u00a0 The Courier returns at approximately 3:30 pm.<\/p>\n<p><strong><span style=\"\">Fax Services:<\/span><\/strong><\/p>\n<p>Anyone can send and receive a fax through the MU Mail Services in Old Main B23.<\/p>\n<p>Our Fax Number is 304-696-3232; Our Voice Number is 304-696-6644.<\/p>\n<p>All transactions are CASH ONLY.\u00a0 Also, you must have exact change after 4:15 p.m.<\/p>\n<p>The cost is very reasonable:<\/p>\n<p>&nbsp;<\/p>\n<ul>\n<li>To receive a fax, copy or scan &#8212;&#8212;&#8212;&#8212;&#8212;- $ .25 per page (Don\u2019t forget to have a cover page sent with your name and a number where to reach you!)<\/li>\n<li>To send in the United States &#8212;&#8212;&#8212;&#8212;&#8211; $ 1.00 per page<\/li>\n<\/ul>\n<p>To send out of the United States &#8212;&#8212;&#8211; $2.00 per<\/p>\n","protected":false},"excerpt":{"rendered":"<p>I.
