He earned his Ph.D. from Oxford University (1996) and his dissertation, \u201cThe Missile Design Bureaux and Soviet Manned Space Policy 1953 \u2013 1970\u201d won the American Institute of Aeronautics and Astronautics History Manuscript Award in 2000.
