Marshall University is proud to announce that Dr. Feon Smith has been selected by the West Virginia Health Sciences and Technology Academy (HSTA) as the recipient of the 2025 Stephen Rhon Starks HSTA Leadership Legacy Award.

Smith, a professor and program coordinator for the Adult and Continuing Education master’s degree program and doctoral faculty member in the Leadership Studies Ed.D. program within the College of Education and Professional Development (COEPD), was honored Monday, Nov. 17, at the second annual HSTA Awards Luncheon in Flatwoods, West Virginia.

This prestigious award recognizes individuals who have demonstrated sustained and meaningful leadership within HSTA, contributing to its continued growth and success across the state. Named in honor of founding Board Chair Stephen Rhon Starks, the award celebrates those who embody his commitment to community-driven excellence in education.

“To be recognized with an award that bears Mr. Starks’ name, someone whose vision opened doors for so many, touches me more than I can fully express,” Smith said. “Watching young people discover their talents, find their confidence, and pursue futures they once believed were out of reach has been one of the greatest blessings of my life. Their courage and determination remind me why this work matters, and they are the reasons I have remained committed for more than two decades. HSTA has been more than a volunteer commitment; it has been a source of joy, purpose, and a sense of family. I want to thank HSTA’s founder, Dr. Ann Chester, whose unwavering vision and relentless advocacy built the foundation that makes all of this possible.”

For more than 25 years, Smith has been a dedicated champion of HSTA. She currently serves on the Cabell, Lincoln, and Boone County HSTA local governing board and is vice chair of the HSTA statewide joint governing board.

“Dr. Smith’s dedication to HSTA embodies the kind of leadership that makes a lasting difference,” said Dr. Kelly Bradley, dean of the College of Education and Professional Development. “Her passion for empowering students and uplifting communities has strengthened the program and expanded opportunities for young people across West Virginia.”

Smith was nominated by two Marshall professors, Dr. Cynthia Jones of the Marshall University School of Pharmacy, and Dr. Conrae Lucas-Adkins of COEPD. Both are also members of the Cabell-Lincoln-Boone HSTA governing board.
