Biography
Elicia Barr is a Literacy Specialist at the June Harless Center at Marshall University, where she partners with the West Virginia Department of Education to support the Ready, Read, Write, WV initiative, assisting schools and educators in building strong literacy foundations statewide. With 15 years of experience in education, she has served as an elementary classroom teacher in multiple grades, gifted education teacher, and data coach. These roles allowed her to develop expertise in both instructional practice and data-driven decision-making to strengthen teaching and learning.
Elicia holds a Bachelor’s degree in Elementary Education, along with dual Master’s degrees in Literacy Education and Elementary Education. She also holds a certification in educational leadership. In addition, she has received specialized training in Data Wise from the Harvard Graduate School of Education, equipping her with advanced strategies for using data to improve instruction and student outcomes.
At the core of Elicia’s work is a belief in the transformative power of literacy and education to open doors for all students. She is proud to contribute to the June Harless Center by promoting innovation, supporting educators, and working to ensure high-quality educational opportunities for all children in West Virginia.
