Experiencing or witnessing sexual harassment, sexual assault, dating violence, domestic violence, or stalking can create a wide range of emotional responses. All reactions—calm, distressed, confused, or anything in between—are valid. You are not to blame. When you are ready, reach out to someone you trust and use available support resources. If You Are in Immediate Danger

  • Call 911 or the Marshall University Police Department (MUPD) at 304‑696‑4357 (HELP).
  • From any campus phone, dial 6‑4357.
  • Use one of the 30+ emergency/service help phones on the Huntington campus for 24/7 direct connection to MUPD dispatch.

Online Reporting

The Title IX Office has an online‑only reporting system. This approach enhances our ability to promptly triage reports, ensure consistent responses, and prioritize matters that fall under Title IX.

Centralizing intake allows us to:

  • Review reports promptly and thoroughly,
  • Prioritize Title IX cases requiring urgent attention, and
  • Maintain an equitable and streamlined response process across campus.

Anonymous Reporting

  • Anonymous reporting is available for individuals who are not Marshall employees.
  • Responsible Employees (faculty, staff, student employees in certain roles) must include their name and contact information, as required by federal Title IX obligations and University policy.
    • Under the 2020 regulations, schools must respond to any report of sexual harassment—anonymous or not—when the school has actual knowledge.

Other Options for Reporting

Tell a Marshall Employee

Resident Advisors, Area Coordinators, faculty, and staff are mandated reporters and must forward information about sexual harassment or sexual misconduct to the Title IX Office. This is consistent with national Title IX requirements that institutions respond promptly once an appropriate employee or the Title IX Coordinator has actual knowledge.

Pursuing Accountability

You may pursue accountability through:

  • The University,
  • Law enforcement, or
  • Both, depending on your preference.

If the Respondent is not affiliated with Marshall, disciplinary options may be limited, but the University will still provide supportive measures, which the 2020 Title IX regulations require schools to offer regardless of whether a formal complaint is filed.


Medical Attention

Hospitals must report sexual offenses to law enforcement under state law, but you are not required to press charges at that time. You may choose to report later. Hospitals will not notify the University unless you request it.


What Happens After You Report

Once the Title IX Office receives a report:

  1. Prompt Review: The report is reviewed promptly to determine immediate safety or support needs. This is required under 34 C.F.R. §106.44(a).
  2. Supportive Measures Offered: You will be offered supportive measures, including academic adjustments, counseling, and housing changes, with or without filing a formal complaint, as required by Title IX.
  3. Rights and Options Explained: You will receive information about the formal grievance process, informal resolution (when appropriate), and other reporting options.

Confidentiality

Your privacy matters.

  • Confidential Resources: Counselors, health providers, and other designated confidential professionals will not share your information without your consent, unless legally required.
  • Responsible Employees: Faculty and staff (except confidential employees) must report information to the Title IX Office, consistent with federal guidance that all relevant reports constitute “actual knowledge” requiring institutional response.

Supportive Measures

You may access supportive measures regardless of whether you choose to file a formal complaint, per Title IX requirements. These measures may include:

  • Academic accommodations
  • Counseling services
  • Housing or work adjustments
  • No‑contact orders
  • Safety planning and referrals

Frequently Asked Questions

  1. Can I report even if I’m not sure it qualifies as Title IX?
    Yes. The Title IX Office will help you understand your options.
  2. Can I withdraw my report later?
    Yes. However, the original report and any documentation already created remain part of the University’s required Title IX recordkeeping, which must be retained for seven years.
  3. Will the other person know immediately?
    No. The Respondent is only notified if:
    • A formal complaint is filed, or
    • A no‑contact order or other safety measure requires notifying them (federally required for implementation).

The Title IX Office prefers the submission of Title IX report through the online reporting system. It is preferred that all Title IX reports be submitted through our secure online form. This centralized process helps us review reports promptly, triage concerns efficiently, and ensure consistent and equitable responses for our campus community.

In‑person, email, and phone submissions are accepted on a limited basis as reporting methods for Title IX incidents. Those conversations may still occur for support purposes, but they do not constitute an official Title IX report.
