Josephine Courtney Proctor, the daughter of Charles Lee and Frances V. Phillips, was born in 1928 in Fayetteville, West Virginia. She graduated from Fayette High School. She perished with her husband, Herbert, leaving three daughters–Margaret, Patricia and Courtney; and two sons–James and John. She was 42 years old.
