Elisabeth Arthur, MBA, MS-HRM

Elisabeth is the Human Resources Assistant Director in charge of the staffing and recruitment section with the West Virginia Division of Personnel. In addition to overseeing the state’s staffing and recruitment efforts, she also serves as the agency’s liaison to the state’s local health departments. Prior to beginning her career in state government, Elisabeth worked in retail sales management for a large wireless company. Elisabeth received her BBA in Business Management (2003) and MS in Human Resource Management (2013) from Marshall University, as well as her MBA (2017) from Purdue University. In addition, she holds a professional certification in Human Resources from the Society for Human Resource Management (SHRM). Her research interests include human resource management and small and family business. Elisabeth is a lifelong resident of West Virginia and currently lives in South Charleston with her husband Jeff and their three children: Reagan, Reese, and Grayson.

Beth Houran, MBA, PCM, CDMP

Beth is a second-year D.B.A. candidate at Marshall University. Her research focuses on examining neurodiversity and how it may drive competitive advantages in the workplace. As a seasoned marketing executive, she has driven growth from live event companies and startups to tech giants. Achievements include rejuvenating a traditional business with digital and account-based marketing strategies, 135% YOY product-line growth for a SaaS company, and successfully managing M&A activities. Currently, Beth serves as VP Marketing for Sinch MessageMedia, with similar roles at DocuSign and Freeman. She has broad experiences in technology, marketing, and leadership, thus, fueling her passion and interest in bridging the corporate and academic worlds.

Christin Kooti, MBA

Christin Kooti is a senior accounting analyst with the Athens-Clarke County Government and has served in this role for the last 12 years.  Prior to serving her community at Athens-Clarke County, she worked with Capable Financial Solutions helping multiple cities across Georgia with their financial reports. She has also been a small business owner. Christin is currently attending Marshall University to obtain a Doctorate in Business Administration with a concentration in Accounting.  She holds a Master’s in Business Administration from Georgia Southwestern State University with her Bachelor of Arts in Accounting.  Since working with Athens-Clarke County, she has also received her certification as a Local Government Finance Officer as well as a Certified Public Manager. She enjoys spending time with her family, crafting, and live music.

 

Kevin L. Noe, MBA, MS Marketing, MA Public Policy

Kevin Noe, a seasoned Marketing and Branding Strategist with over twenty years of experience, previously owned the Atlanta-based agency Madison Solutions for fifteen years. Now serving as a Senior Strategy consultant, he specializes in building scalable brands, preparing organizations for mergers and acquisitions, and assessing overall brand health. Leveraging his expertise, Kevin crafts impactful marketing strategies that drive success in today’s competitive market, prioritizing strong brands and exceptional customer experiences.

Kevin’s strategic prowess is evident through his work with diverse clients spanning healthcare, service industries, startups, and more. His adaptability and focus on customer satisfaction make him a valuable asset to any organization.

Committed to education, Kevin holds an undergraduate degree from Lee University, along with an MBA, an M.A. in Public Policy, and an M.S. in Marketing from The University of Alabama.

Outside of work, Kevin and his wife, Mary, enjoy traveling, SEC football, and local festivals. Kevin is also passionate about photography and advocacy for children and disability issues.
